Send a test message now (team owners and admins, browser session only)

Sends a payload of type test (or the same text to a slack destination) straight away, through the same address checks and signing as real deliveries, and reports the outcome in the 200 body (ok false with errorClass, not an HTTP error). Not stored in the delivery log. 429 rate_limited after 10 tests per destination per hour. 409 team_archived.
