Change rate limit defaults and ceilings (platform admins)

/v1/admin/settings/limitsEach listed key is replaced; keys not listed keep their values. 422 invalid_limit with details.key and details.reason (default_above_ceiling, not_overridable when a ceiling is set on a key teams can't override, duplicate). Lowering a ceiling keeps team overrides and gateway values above it; they are capped at runtime (cappedTeams, cappedGateways). Replicas apply a change within 30 seconds. Audited as settings.limits_update.
